पूरे देश से माफी मांगें अभिलाष खांडेकर
अभी मोहल्ला लाइव पर मौजूद एक ख़बर पर मेरी नज़र पड़ी। सोच कर हैरानी हुई। क्या किसी अख़बार का संपादक इतनी संकीर्ण सोच रख सकता है? और सपाट शब्दों में कहें तो क्या इतनी संकीर्ण सोच रखने वाले किसी भी शख़्स को हक़ है कि वो संपादक बने? दैनिक भास्कर के संपादक अभिलाष खांडेकर ने अपने विशेष संपादकीय “भोपाल को बिहार होने से बचाएं” में अपनी सोच का जो परिचय दिया है उसकी जितनी निंदा की जाए वो कम है।
दैनिक भास्कर ने इंटरनेट से अभिलाष का लेख हटाया
अभिलाष खांडेकर के लेख पर सवाल उठने के तुरंत बाद दैनिक भास्कर ने इंटरनेट पर मौजूद उनके लेख को हटा दिया है। अब उसकी जगह आपको कोई और ख़बर मिलेगी। लेकिन इससे सवाल ख़त्म नहीं हुआ है। अभिलाष खांडेकर और दैनिक भास्कर दोनों को इस ग़लती के लिए पूरे देश से माफी मांगनी चाहिये। चूंकि अभिलाष का लेख इंटरनेट के पाठकों के लिए भी उपलब्ध था इसलिए सिर्फ अख़बार ही नहीं इंटरनेट पर भी माफी मांगनी चाहिये।
अभिलाष खांडेकर ने संपादकीय में लिखा है कि “कभी-कभी लगता है हम बिहार के किसी शहर में रह रहे हैं, शांत, कानूनप्रिय भोपाल में नहीं। पुलिस महानिदेशक संतोष राऊत भले अफसर की छवि रखते हैं पर उनसे यदि लूट, बलात्कार, चोरी-डकैती नहीं रुकती तो उस छवि का क्या फायदा? सख्त उन्हें भी होना है और मुख्यमंत्री को भी। भोपाल को पटना बनाने से रोकना हो तो।” अभिलाष से ये पूछना चाहिये कि क्या वो कभी बिहार गए हैं? अगर नहीं, तो फिर किस आधार पर उन्होंने ये ज़हर उगला है। अगर हां, तो क्या बिहार में कदम रखने पर किसी ने उनकी इज्जत तार-तार कर दी थी कि वो पूरे राज्य की जनता को अपमानित करने पर आमादा हो गए?
अभिलाष खांडेकर ने अपने इस संपादकीय से पत्रकारिता के पवित्र पेशे को कलंकित कर दिया है। पत्रकार का सिर्फ़ एक कर्म है। उसे जाति, धर्म, क्षेत्र, भाषा, निजी राजनीतिक और आर्थिक हितों से ऊपर उठ कर देश और देश की जनता के बारे में सोचना चाहिये। जहां कहीं भी अन्याय हो रहा है तो वो पीड़ितों के हक़ में अपनी कलम को हथियार की तरह इस्तेमाल करे। उसकी ताक़त सताए हुए लोगों के पक्ष में खड़े होने से बनती है। लेकिन लगता है कि निचले पायदान से संपादक जैसे ऊंचे पद पर पहुंचने के दौरान अभिलाष के भीतर इतना अहंकार पैदा हो गया है कि उनके सोचने की सारी शक्ति समाप्त हो गई है। तभी वो एक राज्य विशेष को अपमानित कर बैठे।
दैनिक भास्कर के मध्य प्रदेश स्टेट हेड से ये भी पूछना चाहिये कि कहीं उनकी मंशा सियासत में जाने की तो नहीं है। अगर हां, तो उन्हें हमेशा ये याद रखना चाहिये कि वो नफ़रत की इस ओछी सियासत से बाल ठाकरे और राज ठाकरे तो बन सकते हैं लेकिन उनसे ऊपर नहीं उठ सकते। बाल ठाकरे और राज ठाकरे सारे धतकर्म करने के बाद भी महाराष्ट्र में बीस फ़ीसदी से अधिक आबादी अपने साथ नहीं जोड़ सके हैं। इसलिए सबको समझ लेना चाहिये कि इस तरह की राजनीति से कोई तात्कालिक फायदा ज़रूर उठा सकता है लेकिन लंबे दौर में उसे घाटा ही होगा।
जहां तक बिहार और मध्य प्रदेश के बीच तुलना की बात है तो यकीनन सड़क और बिजली जैसे कुछ मामलों में मध्य प्रदेश आगे है। लेकिन अपराध के मामले में मध्य प्रदेश का दामन ज़्यादा दागदार है। शहरों में होने वाले अपराध के मामले में मध्य प्रदेश के तीन शहर … इंदौर, भोपाल और जबलपुर बिहार की राजधानी पटना से काफी आगे हैं। अगर आप अपराध दर (आबादी और अपराध का अनुपात) की बात करें तो उसमें भी मध्य प्रदेश बिहार से काफी आगे है। यही नहीं महिलाओं से जुड़े अपराध में तो मध्य प्रदेश देश भर में पहले स्थान पर है। मध्य प्रदेश में सबसे ज़्यादा बलात्कार के मामले सामने आए हैं। छेड़खानी के मामले भी सबसे ज़्यादा वहीं दर्ज हुए हैं। बाल विवाह आज भी वहां पर संस्थागत रूप से होता है। ये आंकड़े नेशनल क्राइम रिकॉर्ड ब्यूरो की वेबसाइट पर दर्ज हैं। इसलिए अभिलाष खांडेकर को चाहिये था कि ऐसा कुछ भी लिखने से पहले एक बार उन आंकड़ों पर तो गौर कर लेते। लेकिन लगता है कि उन्होंने ऐसा कुछ भी नहीं किया।
मैं यह नहीं कहता कि किसी को अपने क्षेत्र पर नाज नहीं होना चाहिये। होना चाहिये और सबको होना चाहिये। मुझे भी अपने उत्तर प्रदेश पर नाज हैं। वहां हो रही गड़बड़ियों से मेरा भी मन खिन्न होता है। अपराधियों के वर्चस्व पर मुझे भी गुस्सा आता है। मैं भी राज्य की सरकार को कोसता हूं… उसकी निंदा करता हूं। लेकिन इसका मतलब ये नहीं कि ऐसा करते वक़्त मैं किसी भी राज्य, क्षेत्र, धर्म, जाति या फिर बोली का मजाक उड़ाऊं। किसी समुदाय की भावनाओं के साथ खिलवाड़ करूं। उसे हिकारत भरी नज़र से देखूं। अगर मैंने ऐसा किया तो ये सिर्फ उस खास तबके के लोगों का अपमान नहीं होगा बल्कि ये पत्रकारिता के पेशे का अपमान होगा … देश के संविधान का अपमान होगा और पूरे देश का अपमान होगा। इसलिए अभिलाष खांडेकर को बिना किसी देरी के सार्वजनिक तौर पर अपने लिखे के लिए माफी मांगनी चाहिये। ऐसा करने में वो जितनी देर करेंगे उनका गुनाह उतना बड़ा होता जाएगा।

बिहार की वकालत करने बैठ जाऊं तो सवेरे से सांझ हो जाये। बिहार या भारत के किसी भी हिस्से के बारे ऐसी ओछी टिप्पणी करने का किसी को कोई हक़ नहीं है। ऐसा करने वालों की कड़े शब्दों में निंदा होनी चाहिये। अभिलाष खांडेकर शब्दों से बेहद दरिद्र और अभिव्यक्ति में बेहद कमजोर मालूम पड़ते हैं। लेकिन पत्रकारिता में जिस मुकाम पर विराजे हैं उसे जानकर डर लग रहा है। ऐसे लोग समाज को बेहद क्षति पहुंचा सकते हैं।

अभिलाष खांडेकर ने जो लिखा है, क्या उन्हें यह मालूम है कि उनकी इस प्रवृति से देश-दुनिया के किन-किन हिस्सों को बचाया जाना चाहिए? क्या अभिलाष खांडेकर ने पत्रकारिता के न्यूनतम मानदंडों और नैतिकताओं के बारे में कुछ जानने-समझने की कोशिश की है? क्या केवल पद ऐसी ताकत दे देता है कि आप अगर कुछ नहीं मिले तो अपने घर के बाथरूम में अपना सिर टकराने लगें? क्या यह अपने बॉस को खुश करने की कोशिश में अपनी सबसे बदतरीन बदनीयति प्रदर्शित करने की भूख है, जो करने के बाद आदमी या तो अपनी हीनता पर खुद ही हंसता है या फिर किसी भी रास्ते प्रसिद्ध होने की जुगत में अपना ही मुंह देखने लायक नहीं रह जाता है? मैं किसी जगह की खासियत नहीं गिनाऊंगा, लेकिन जिसके मन में इस तरह के आग्रह बने हुए हैं, उनसे एक गुजारिश है। आसपास किसी गहरे नाले में कूद जाएं। और कोई रास्ता नहीं है…
वैसे अपने गिरेबां में झांकना एक बेहतर रास्ता हो सकता है…

बिहार क्या है.. क्या भोपाल से अलग है. ये खांडेकर साहब कौन होते हैं बिहार को भोपाल से अलग करने वाले. क्या ये क़लमधारी ठाकरे हैं.. क्या इनको लगता है कि इन्होंने जो लिख दिया, सो लिख दिया. खांडेकर साहब, अगर कुछ जगह मिल गई है, तो उसे ज़िम्मेदारी के साथ निभाने की कोशिश करें. तोड़ने वाले तो हर कोने में बैठे हैं… ज़रा जोड़ने की बात कर देते तो क्या जाता.. कहीं ऐसा तो नहीं कि लेख लिखते वक्त आपको समझ ही नहीं आया कि आप क्या लिख रहे हैं. अगर ऐसा है तो तब तो मामला और भी गंभीर है… सवाल अब सिर्फ़ बिहार का नहीं रहा, मैं तो इसे पूरे राष्ट्र का सवाल मानता हूं और समझता हूं कि बिहार या भोपाल .. किसी पर भी सवाल खड़ा करने वाला बराबर का दोषी है.. और बिहार क्या है.. अगर नहीं जानते तो मेरे अगले दौरे पर मेरे साथ चलें..

One has to be responsible and aware of facts before making a comparative study. Abhilash khandekar’s article reflects a classic case of an “assuming, ignorant and lazy” journalism. First of all, I doubt if he has ever travelled outside MP, given that he simply chose to base his article on stereotypes about Bihar. This may have been an attempt to sensationalise the issue and attract attention rather than being critical of the state administration and police in Bhopal itself. Moreover the person clearly lacks a basic sense of media ethics. His laziness comes out more clearly when we read this article by Mr. Samarendra (indicating higher crime rate in Bhopal and MP, based on data from National Crime records bureau). I feel when you are in a responsible position such as an editor of a newspaper and writing in a newspaper on a regular basis, it is one’s duty to check facts and figures which khankekar clearly failed to do. Think of the damage which such ‘ignorant fools’ can do by spreading canards through such articles without knowing a thing about Bihar or the crime statistics of his own state. Moreover such an article will merely spread stereotypes about Bihar, the repercussion of which have been faced by Bihari students, the most recent case being the interview of Bihari students in an Pune Institute where they were asked about crime statistics in Bihar while seeking admission in engineering college. People like Khandekar should be strongly condemned and made to apologise for their writing. This unethical writing of Khandekar is a national shame.

क्यों गुरू जी उल्टे बांस बरेली बोलने में आप लोगों की जीभ जलती है क्या। मुहावरों की तरह से एक इस्तेमाल को लेकर आप लोग जो पूरे देश में माफी मंगवा रहे है ये माफी सारे बिहारी पत्रकारों के अलावा और किसी को भी चाहिये। यार क्या लफ्फाजी का नाम पत्रकारिता में तब्दील कर दिया तुम लोगों ने। शर्म आनी चाहिये तुम लोगों को कि बिहारी-बिहारी इस पर सब एक झंडा उठाया और रोने लगे। ऐसे हजार मुहावरे है हम लोगों की जिंदगी में। अरे जिन बीट्राईस का नाम लिख कर अपना ज्ञान झाड़ रहे हो उसके शब्द ही सही से पढ लिये होते लिखने से पहले तो लिखने की जरूरत न पड़ती। पब्लिक को जरूरत होगी उस शब्द को रख लेगी नहीं तो जाये गंगा तीरे। क्यों मिशन और पता नहीं क्या चिल्ला रहे हो। क्या तुम को ट्रेन भर कर मजदूर पंजाब जाते हुये दिखते है कि नहीं। क्या देश में सबसे ज्यादा माईग्रेटरी पापुलेशन बिहार से नहीं है क्या। उसके लिये कुछ बेहतर आईडिया लाओ और 1974 से जेपी आंदोलन की आड़ में समाजवादी नेताओं के साथ साथ समाजवादी पत्रकारों के झुंड में शामिल मत हो।

आपने जो कुछ भी लिखा है कहीं उसका ये मतलब तो नहीं कि जिस प्रांत से सबसे ज्यादा लोग किसी और प्रांत में रोजी-रोटी के लिए जाते हैं उस प्रांत का नाम आप गाली की तरह या फिर भद्दे मुहावरे की तरह इस्तेमाल कीजिये? अगर आप ये कहना चाहते हैं तो मैं आपको बता दूं कि आपकी सोच भी अभिलाष खांडेकर की तरह गलत है।
मैं आपकी ही कही बात का अर्थ आपको दूसरे तरीके से समझाने की कोशिश करता हूं। पूरी दुनिया में जिस देश से सबसे ज्यादा लोग दूसरे देशों में रोजी-रोटी की तलाश में जाते हैं उनमें से एक देश भारत है… तो क्या आप पूरी दुनिया को अपने देश का नाम एक भद्दे मुहावरे की तरह इस्तेमाल करने की इजाजत देंगे?
अगर हां, तो आपके जैसे महान शख़्स इस धरती पर बहुत कम होंगे। आपकी महानता धन्य है।
वैसे एक बात और आपमें तो इतना साहस भी नहीं कि आप अपना नाम सही लिख सकें। आपने जिस ई-मेल आईडी से मेल किया है उसमें आपका नाम वरुण है और यहां आप अपना नाम सत्येंद्र लिख रहे हैं। खैर …

क्या खांडेकर राज ठाकरे के ऐजेंडे को आगे बढा रहे हैं, जिसे महाराष्ट्र के लोगों ने दुत्कार दिया? बिहार में आर्थिक विपन्नता है, लेकिन वैचारिक गरीबी कतई नहीं है। हम अपने मुकाम को हासिल कर लेंगे, आपके सलाह की ज़रुरत पडेगी तो वो भी लेंगे। यकीं है पडेगी नही।
अनवर भाई ने सही कहा। खांडेकर जी का एक बिहार ट्रिप स्पांसर किया जाऐ। उनकी नज़रें ज़रुर खुलेंगी। कुपमंडुकता से उन्हें आज़ादी मिलेगी।

अभिलाष खांडेकर की बेहूदा बकवास पढ़कर एक वाकया याद आ गया।
1996 की बात है। मुझे बनारस से दिल्ली आये ज़्यादा वक्त नहीं हुआ था। लक्ष्मीनगर के जिस किराये के मकान में रहता था, उसी के पास एक पीसीओ से अक्सर फोन किया करता था। एक दिन पीसीओ वाले को पैसे देते वक्त पचास पैसे के दो सिक्के भी दिए। उन्हें देखते ही पीसीओ वाले ने मुंह बिगाड़कर कहा, ये पचास पैसे यहां नहीं चलते, तुम्हारे बिहार में ही चलेंगे। उसकी ये बेहूदा बात सुनकर बड़ा गुस्सा आया। मैंने उससे कहा, भाई ये पचास पैसे के सिक्के क्या बिहार में, बिहार के लिए ढलते हैं? इन्हें तो पूरे देश के लिए ढाला जाता है और तुम्हारी दिल्ली में बैठी केंद्र सरकार के मातहत आने वाला रिज़र्व बैंक ढालता है। सिक्के सरकार की संप्रभुता का प्रतीक भी होते हैं। इन्हें लेने से इनकार करके दरअसल तुम देशद्रोह का काम कर रहे हो। इस पर वो बिहार और बिहारियों को उल्टा-सीधा बोलने लगा। मैंने कहा, तुम जिन बिहारियों को कोस रहे हो, उन्हीं की वजह से तुम्हारी दुकान और रोजी-रोटी चल रही है। दिल्ली वाले तो एक रुपये में लोकल कॉल करके चले जाते हैं। बिहार से आये लोग ही अपने घर एसटीडी कॉल करके बात करते हैं और तुम्हें हर दिन सैकड़ों रुपये देकर जाते हैं। और तुम हो कि अपने अन्नदाता को ही गाली दे रहे हो। पीसीओ वाले को कोई जवाब तो नहीं सूझा लेकिन वो बड़बड़ाता रहा। मैंने उससे कहा कि मैं आगे से तुम्हारे पीसीओ पर नहीं आऊंगा और आसपास रहने वाले अपने सभी साथियों से भी कहूंगा कि इस देशद्रोही के पीसीओ से दूर रहें।
खांडेकर की बेतुकी बातें पढ़कर लगा जैसे उस बेवकूफ दुकानदार को ही किसी ने अखबार का संपादक बना दिया हो! दुकानदार की बकवास को तो एक बार नासमझी मानकर माफ भी किया जा सकता है, लेकिन देश के एक बड़े अखबार का संपादक अगर ऐसी अशिष्ट और विभाजनकारी बातें करे तो इसे पूरी गंभीरता से लिया जाना चाहिए।
ये मसला पूरी संज़ीदगी से उठाकर जनतंत्र और मोहल्ला लाइव ने बहुत ज़रूरी काम किया है।

Dear friends,
I am a born Bihari, proud to be a Bihari and proud to be an Indian.
I have been covering Punjab region and know how important are Biharis (also UP and MP and Bengalis and Nepali labourers for Punjab). for Punjab’s agriculture.
Punjabi farmers wait for Biahri labourers at station…they hold langar for them. They share drink with them. This is not a finction but a fact.
Biharis come here every year in lakhs, work for 12 hours a day and contribute to the Indian food pool. They are the cheapest and most skilled farm hand available worldwide. Ask any punjabi jamindar.
If somebody is ignorant about this bihar-Punjab link, this is the right time to visit Punjab. Get enlightened. I came across a fine piece of writeup by a Mumbai based journalist..I am proud of those poor and honest bihari labourers who work in punjab and make India hunger free.

The signs of change in Bihar

About a week ago, I read a piece of very good news amid the welter of speculation about whether M Karunanidhi’s [Images] family ties with the United Progressive Alliance [Images] would be retained or not. It was a despatch from Rajpura and Patiala by the Indian Express correspondent Aman Sood about the Punjab [Images] farmers.
No, it was not about another green revolution there. Sood conveyed the travails of the Punjab’s farmers about not finding enough workers to work on their farms. The issue, of course, is large, for 2.8 million hectares have to be sown this season and those who raise paddy crops are beside themselves in agony. If it is going to change the pattern of farming, by forcing the landowners to use labour-saving devises like machines which sow paddy, then so be it.
There are reasons why I categorise it as ‘good news’? The labour that the Punjabi farmers were looking for, as they have been for years on end, are the Bihari migrants who for the season, do their jobs and return. It is just that this year, there are not enough of them arriving by the trains and many have chosen to remain in Bihar this year as things have changed. If things have changed in Bihar, then it is very good news indeed.
Migration from Bihar has its origins in green revolution in Punjab and the spill over later into Haryana which generated an unprecedented clamour for farm labour. It started as a small trickle to a flood in a decade ending in the 80s. That was an opportunity for the north-western belt because things were abysmally poor in Bihar. But if what Indian Express said is a significant trend, then there is hope in store.
This perhaps is one good reason why Nitish Kumar won the seats he did for the National Democratic Alliance to Parliament. These migrants who are not coming out of what was a wretched state are perhaps the best testimonials for the man who is doing things and winning people’s approval.
I have not been to Bihar, ever, for I felt there was no point in travelling to the dark ages where the family fiefdom of Lalu Prasad Yadav [Images] reigned and where nothing except Lalu mattered, even for the media. It was as if to the world, Lalu was a proxy for a state. Newspapers were full of the man and his wife and the unashamedly large brood they raised. There was the galazy of bahubalis, the word for the underworld lords who doubled up as politicians. Political patronage to these bahubalis was no different from the alleged state terror that reigned in Gujarat during 2002.
There are reasons to go there now. But over a period of time, I have heard, especially from Bihari girls who have come to Maharashtra, especially Pune and Mumbai [Images] to study higher and professional courses, that they had fled Bihar in the sense they would prefer not to return there. Their families had encouraged them to sprout wings and fly away to better places. The one single thing these young things said was, “Patna is not a safe place to live. Imagine how it would be in the interiors”.
Some occasional items on the national television, when put together into a cogent quilt, shows us that people feel secure enough to take out their Mercedes cars which they had locked away for fear of exposing their wealth. People can hope to return home late in the night without the family waiting in dread till the doorbell rang and the person was ushered in. Streets are alive again and Bihar is crawling up from the pit.
Nitish Kumar apparently has shown that given a will, an “ungovernable state can be governed.” In reality, it was never governed until a few years ago.
It is possible that there are Lalu acolytes who would trot out statistics and say that Bihar ain’t changed. That would be a political lie which some clever spin doctor can get across. Neither do I have any statistics to show but have enough anecdotal evidence to suggest that Bihar is changing and can be changed. Remember what Nitish Kumar said when he received the CNN-IBN award for the best politician?
“When I went there, the chief minister’s office had only a Remington typewriter. Today, Bihar is judged for being the best e-governed state!” He did not say a word more but in that short pair of sentences, indicated the distance travelled. Surely, one cannot claim that things are so good that Patna should once again be called Patliputra of the yore and its splendour but things are moving. The slowing down of out-migration is another good indicator.
However, given where Bihar was, it has a long way to go yet but the start is quite welcome. Yes, it is unbelievable that it happened but happened it did. The other point to ponder is Lalu Yadav [Images]. Why is it that a man who turned the Indian Railways around and became the cynosures of management schools across the world did not make a difference, for the better, I mean, to Bihar?
Was there a vested interest in keeping Bihar back? Please recall that on his failure to upstage Congress in his fiefdom, Lalu Yadav had to eat the crow and later announce that he would be spending the time in rural Bihar for some time to come because his “organisation had weakened there”. It is from the rural Bihar that the migrants go to Punjab. And it is from Bihar that a significant section of the migrant population to other cities hails from.
Earlier, all that Lalu Yadav did when the likes of Raj Thackeray [Images] took to violence to deter the migrants from there and the rest of the Hindi belt from taking up residence in Maharashtra, was shout himself hoarse and threaten that he would hold the Chatt Puja celebrations in Mumbai. He claimed that the Biharis had their right to livelihood and Mumbai had better provide it. It did not occur to him that the same right was denied them in their own state.
So if politics drove, or good politics, I must say, drove Nitish Kumar to the issue of bijli, pani and sadak so be it for that is the least that is needed to be done before talking of other issues.

क्या ये पत्रकारिता कर रहे हैं या फिर दलाली….

क्या आप पत्रकारिता कर रहे हैं या फिर लाला जी के सन्निकट होने के लिए कलम का बलात्कार.
क्या आप खंड खंड होते भारत में पत्रकारिता के अगुआ हैं?
समरेन्द्र भाई, और अविनाश जी को आभार,
आम जन के मुद्दों पर बहस के बजाय अपने लाला जी के प्रति तेल लगाऊ नजरिया रखने वाले पत्रकारों की वास्तविकता साफ़ होनी चाहिए,
और अंत में खांडेकर जी को ये पता है की उनको पत्रकारिता बिहार की कोई नयी पौध भी सिखायेगा सो कहीं इस बात का खौफ तो नहीं.
